These questions have recently been answered by producer Katsuhiro Harada, who has confirmed that both features will be supported.

Furthermore, Harada explained why Tekken 7 did not have cross-platform support. He had proposed it multiple times, but due to conflicting interests among platforms and security concerns with peer-to-peer connections, it was not successfully implemented. As for why rollback netcode support was not heavily advertised, he believed that if it were promoted, it would only invite criticism that the technology is commonplace in modern games and not worth mentioning.
